F-02 is a transaction where the details are entered by the user during the transaction. Gives flexibility to the user.
For example if FB50 is configured to take posting keys 40 & 50, it does not
permit the user to enter account codes other than the GL accounts in the
transactions,
whereas in F-02, you can enter accounts based on the posting keys which is an enterable field.
